Objectives

The objectives of the Pemba Rural Roads Project as per ToR are:

  • to rehabilitate 44.7km of rural roads in Pemba within 3½ years, and
  • to enhance the management capacity of the MoCT Roads Department through improved and implemented management systems, training and enhanced resources for rural roads maintenance.

Project Roads

The design standards to be applied have to satisfy i) the requirements for the provision of basic access in line with the Zanzibar Transport Masterplan, ii) the existing and forecasted traffic loads, and iii) the chosen work approach.

The basic access roads have in principle a pavement width of 3.5m with adequate widening in villages, curves, steep sections and passing bays where necessary. The shoulders re 0.5 to 0.75m wide. The pavement width of the secondary economic roads is 5.5m and the shoulders are 0.75m wide.

Work Approach

The applied work approach, a mixture of equipment and labour based methods, creates significant employment for the local population estimated to about 3500 worker-days / km and in total for the project approximately 157,000 worker-days.

In terms of wages about $ 0.7 Mio will be spent for local labour

Using an increased number of labourers and hence less equipment reduces also the dependency on equipment availability and thus makes site operations more flexible.
